Framework Agreement Signed for the 30-Year Concession of the Port of Tadjourah

As part of his work mission to Jeddah, Mr. Aboubaker Omar Hadi, Chairman of Djibouti Ports and Free Zones Authority (DPFZA), attended as a witness the signing ceremony of the Framework Agreement for a 30-year concession of the Port of Tadjourah between the Port of Tadjourah and Red Sea Gateway Terminal (RSGT).

This agreement follows the Memorandum of Understanding (MoU) previously signed between the two parties in March 2025. It is a key milestone in strengthening cooperation between Djibouti and the Kingdom of Saudi Arabia in the port and logistics sectors.

The signing ceremony took place at RSGT’s headquarters in Jeddah and was witnessed by:

- His Excellency Dya-Eddine Said Bamakhrama, Ambassador of the Republic of Djibouti to the Kingdom of Saudi Arabia

- Mr. Aboubaker Omar Hadi, Chairman of DPFZA

- Mr. Jens O. Floe, Chief Executive Officer of RSGTi

The Framework Agreement was signed by:

-Mr. Kamil Mohamed Gorah, Chairman of the Port of Tadjourah,

- Mr. Gagan Seksaria, Director of Investments at Red Sea Gateway Terminal International Limited.

Were also present at the signing ceremony:

- Omar Hassan, CEO of the Port of Tadjourah.

- Mohamed Moussa, Harbour Master.

-Hamda Houssein, Director of Projects.

-Daher Youssouf, CFO.

-Mahad Abdi, Engineer.

-Guedid Aboubaker, Legal Director.

This Framework Agreement represents a significant step forward in the shared vision of transforming the Port of Tadjourah into a world-class, multi-purpose port with an initial handling capacity of 5 million tons per annum and substantial room for future expansion. The project also plans the establishment of a dedicated free zone, positioning Tadjourah as a gateway to serve the growing trade flows of East Africa and the wider regional market. The Port of Tadjourah will be equipped to handle a variety of cargo types, including fertilizers, grain, construction materials, containers, and other general cargo, and will be prepared to manage the mineral exports from Ethiopia, notably potash.

This Framework Agreement stands as a testament to the strong relations between the Republic of Djibouti and the Kingdom of Saudi Arabia, underscoring their mutual commitment to promoting sustainable economic growth, regional connectivity, and investment in modern logistics infrastructure.

The collaboration between RSGT and DPFZA in the development of the Port of Tadjourah will further consolidate Djibouti’s strategic position as a leading logistics and maritime hub in the Horn of Africa and the Red Sea, serving as a vital bridge between Africa, the Middle East, and global markets.
